Truro Carnival Safety Advice

It is essential that anyone entering the Carnival reads this page and is familiar with the safety procedures of the Carnival. The committee reserves the right to stop any vehicle or float from entering the procession if it does not comply with the safety advice.

The Truro Carnival committee, organisers of the annual Truro Carnival bring to the attention of all entrants the following guidelines so that we have a safe procession.

PREPARING YOUR FLOAT

If your entry involves the use of a vehicle, the vehicle must be roadworthy and mechanically safe (MoT or exemption certificate).   It must also be fully insured to take place in the carnival.  Only a licensed and insured driver, duly authorised to drive on the day will be allowed to drive any vehicle.  The relevant paperwork above will be asked for on the day.   

Please make sure that all additions to the basic vehicle be securely fixed with no overhang.  No vehicle will be allowed over 10ft wide and/or 60ft in length.  The sides and end of the float must have suitable post and rope or side panels fitted.  Nothing loose must remain on the float during the procession unless physically secured by a passenger,   No flour, water sweets or anything else should be thrown from the float during the procession.  

Alcohol is banned from the streets by law, and of course anyone under the influence of illicit drugs/alcohol will be barred from taking part.

TRANSPORTING YOUR FLOAT TO AND FROM THE CARNIVAL

This is your responsibility and obviously must comply with the law in all respects.   Any towing vehicle must have a safety chain securely fixed twixt vehicle and trailer.    Passengers should not be carried on vehicles travelling to the assembly point (unless specifically designed for passenger carrying), and passengers should join their float when stationary at the assembly point only.

PASSENGERS

Passengers on the float must be limited to a number sufficient to ensure the safety of everyone on the float.   Due to motion, stops and starts, all must be able to secure themselves by way of hand holds, restraining straps or secure fixed posts.  All children MUST be restrained by straps and must be supervised before during and after the procession.   The ratio should be no less than 1 adult to 7 children.   No collection is permitted along the route save that which is authorised and to the benefit of the Truro Carnival Committee.

THE PROCESSION  

The procession should proceed at about 5mph.   Long and oversize floats should be escorted by walkers on each side of the vehicle preferably with communication with the driver.  No one is permitted to ride on any tow bar or hold on to a vehicle for the purpose of forward motion.   No-one is permitted to board or leave a vehicle whilst it is in motion.

PEDESTRIANS

Pedestrians must be aware of the vehicles around them at all times and not to walk between floats.   Nothing must be thrown, but goods/leaflets may be given out by walkers.  Children again should be supervised at all times in a ratio preferably 1 adult to 5 children.
